JOB TITLE: One-Stop Operator
SALARY  RANGE: $25-50,000
REPORTS TO: FIVCO ADD Executive Director and TENCO WDB Director

GENERAL SUMMARY: Will: manage and provide oversight for services and activities provided through the Kentucky Career Centers; coordinate the service delivery of one-stop partners and service providers; facilitate the completion of and implement the Memorandum of Understanding; analyze customer flow; improve customer access to services; increase awareness of Career Center services; implement federal, state and local initiatives, streamline workforce services and perform other duties as assigned.

ESSENTIAL DUTIES AND TASKS:

  1. Coordinate service delivery between multiple partner agencies and in a multi-center area.
  2. Oversee and evaluate general operations such as Career Center hours and maintenance.
  3. Implement Federal, State, and Local Career Center regulations, guidance and initiatives.
  4. Streamline services through common intake, referral procedures, team-based case management, and other initiatives identified through Federal, State or Local guidance.
  5. Evaluate quality and quantity of services provided.
  6. Develop, implement and evaluate system and Career Center goals.
  7. Convene and facilitate regular partner meetings by preparing agendas, discussion materials, data and other items as required.
  8. Assist with the development and implementation of the Memorandum of Understanding, Infrastructure Funding Agreements and other KCC system agreements.
  9. Oversee KCC certification process for each center.
  10. Evaluate performance data for each KCC, and if necessary, develop and implement methods for continuous improvement.
  11. Present reports to the TENCQ WDB and Career Center Committee.
  12. Request and assist in the development of electronic and hard copy outreach/promotional literature and activities
  13. Establish regular communication modes with ail partners and front line staff.
  14. Ensure that each center and services are accessible for all customers.
  15. Assist with coordination of partnerships among agencies to ensure a holistic array of services are available without duplication.
  16. Professionally represent the KCC at meetings, in the community, and with other agencies and government officials.
  17. Educate the community about KCC services.
  18. Assist in the coordination and implementation of staff development.
  19. Develop policies and procedures for the KCC system.
  20. Ensure the KCC has adequate resources to meet the needs of the customer.
  21. Ensure technology is utilized at its maximum potential in order to provide alternative avenues for service delivery.
  22. Serve as the board staff on the Career Center Committee.
  23. Other responsibilities as assigned.

WORKING CONDITIONS: Work is typically performed in an office sitting at a desk. Regional and out-of-state travel and some overnight travel will be required. Valid driver’s license is required.

EFFORT: Must be able to effectively communicate in written and through verbal interaction. Requires attention to detail. Occasional light lifting.

MACHINES, TOOLS AND EQUIPMENT: Equipment typically used includes personal computer, tablet, laptop, scanner, printer, calculator, fax machine, copier and paper shredder.

MINIMUM QUALIFICATIONS: Bachelor’s Degree in Business Management, Administration or Human Services related field. Experience in Workforce strongly preferred. The incumbent must be able to pass any required drug test and new hire background check.

Business Services Coordinator

JOB TITLE: Business Services Coordinator
SALARY  RANGE: $25-$45,000
REPORTS TO: FIVCO ADD Executive Director and TENCO WDB Director

GENERAL SUMMARY: Develops workforce business plans based on business needs; completes job orders; facilitates job fairs; develops on-the-job training opportunities; coordinates and facilitates Rapid Response activities and other customer services. Assists the One-Stop Operator as requested.

ESSENTIAL DUTIES AND TASKS:

  1. Coordinate the Rapid Response team and activities in timely response to layoffs in the TENCO local area.
  2. Coordinate activities between one-stop Career Center staff, business service teams, and the business community.
  3. Assist with the development of sector/industry partnerships within the regional area.
  4. Assist in reviewing, analyzing, and preparing reports on demographics and labor market information affecting the local and regional area.
  5. Respond to individual business needs and oversee the development and implementation of a business service plan(s).
  6. Participate in and provide outreach to organizations representing business such as chambers, alliance and industrial authorities.
  7. Complete business analysis for the TENCO targeted industry sectors.
  8. Recruit and develop On-The-Job Trainings, customized trainings, incumbent worker programs, work experiences and/or transitional jobs.
  9. Develop and maintain an employer database for outreach activities and data collection.
  10. Develop and implement processes to ensure performance expectations are met.
  11. Communicate effectively with other local, regional, state and federal agencies, community and Career Center partners.
  12. Coordinate agency resources for individualized holistic packaging of services to the business customer.
  13. Plan and/or facilitate workshops for the business community and partner agencies.
  14. Arrange and organize events in coordination with the One-Stop Operator for the promotion of the One-Stop Career Centers, partners and the WDB.
  15. Participate with the One-Stop Operator to ensure center certification is achieved.
  16. Identify promising practices for Business Services.
  17. Develop, publicize, and facilitate job fairs in the local and regional area.
  18. Other duties as assigned

Workforce Development Counselor

GENERAL SUMMARY: Provides career and training guidance to individuals seeking assistance through the Workforce Innovation and Opportunity Act (WIOA). Workforce Development Counselor’s roles may differ depending on their primary targeted population.

ESSENTIAL DUTIES AND TASKS:

  1. Interview customers to determine specific career and employment goals.
  2. Assist the business service coordinator with placing job orders in the state data system, participating in job fairs, hiring events, providing outreach and rapid response activities.
  3. Provide career guidance and counseling through labor market information based on high- demand, high wage occupations approved through the TENCO WDB.
  4. Provide individuals with information on local area accountability measures.
  5. Provide individuals with performance and program costs of eligible providers of education and training services.
  6. Provide individual and group orientations regarding services available through the Kentucky Career Centers.
  7. Determine WIOA and/or Trade eligibility of potential clients.
  8. Refer individuals to additional services.
  9. Complete, accurate, and timely documentation.
  10. Identify customer skills, barriers, and goals relating to education and employment through assessment procedures.
  11. Develop and maintain an Individual Employment Plan that outlines strengths, obstacles, goals, plans or action and services needed.
  12. Develop and oversee individual training accounts for occupational skills training.
  13. Assist customers in enrolling and participating in On-The-Job training, work experiences, customized training, Incumbent Worker programs, and/or transitional jobs.
  14. Maintains hard copy and electronic records.
  15. Provide intensive monthly case management for a case load of approximately 70-100 customers.
  16. Work closely with representatives of community partners, including education, business, other workforce areas and economic development.
  17. Provide follow-up services for customers who have exited the WIOA program.
  18. Assist with core Career Center services, including resume writing, mock interviewing, job search and assistance, etc.
  19. Provide outreach regarding available services.
  20. Attend meetings as identified through F1VCO ADD and/or the TENCO Workforce Development Director.
  21. Maintain confidentiality.
  22. Any other duties as assigned.

WORKING CONDITIONS: Work is typically performed in an office sitting at a desk. Local travel and some overnight travel is required. Long periods of time working at a computer and working with detail. Valid driver’s license is required.

EFFORT: Must be able to effectively communicate in written and through verbal interaction. Work requires attention to detail. Occasional light lifting.

MACHINES, TOOLS, EQUIPMENT: Equipment typically used includes personal computer, scanner, printer, typewriter, calculator, fax machine, copier, paper shredder, and binding machine. Use of vehicle.

MINIMUM QUALIFICATIONS: Documented experience with the WIOA and/or Federal Trade Act is preferred. Degree in Education, Counseling, Social Services, Human Resources or related field preferred. Applicants with less than a Bachelor’s degree may be considered with documented two or four years’ pertinent experience but would be under the direct supervision of the Senior Workforce Counselor.
