GRAYSON, Ky. (Feb. 9, 2026) – The FIVCO Area Development District has implemented a new organizational structure within its Aging and Disability Services division aimed at strengthening leadership, improving oversight, and ensuring long-term sustainability for services supporting older adults, adults with disabilities and their families across the region.

The revised structure establishes a director of the Area Agency on Aging supported by two associate directors overseeing social services and waiver services. The changes respond to the growing scope of aging and disability programs, increased regulatory requirements and the continued expansion of in-home and community-based services.

“This structure is about preparing FIVCO for the future while continuing to deliver reliable, high-quality services today,” said Lance Hanshaw, executive director of the FIVCO Area Development District. “Aging and Disability services have grown significantly in scope, funding and oversight requirements. By strengthening leadership roles and clearly defining responsibilities, we are positioning our organization to better support staff, manage programs responsibly and meet the needs of the communities we serve.”

Under the new structure, Nicole Davis serves as director of the Area Agency on Aging, providing overall leadership and strategic direction for aging- and disability-related programs. Her responsibilities include program administration, regulatory compliance, financial oversight, planning, and coordination with state and federal partners, as well as long-term strategy and continuous improvement.

“Implementing this structure allows us to be more intentional in how we manage programs and support our teams,” Davis said. “It creates clearer lines of responsibility, improves communication, and ensures we are well-positioned to respond to program changes while continuing to focus on quality service delivery.”

Supporting Davis are two associate directors with defined programmatic roles. Morgan King, associate director of social services, oversees Older Americans Act Title III programs, including home-delivered meals, supportive in-home services, the Kentucky Homecare Program, the National Family Caregiver Support Program and other community-based services. Responsibilities include contract management, service coordination, compliance, reporting and program planning and evaluation.

Taylor Riffe, associate director of waiver services, oversees Medicaid waiver programs and in-home and community-based services, with responsibilities that include program oversight, compliance monitoring, daily operations, staff coordination and reporting.

“These positions were filled through an internal application and interview process,” Hanshaw said. “This reflects our commitment to transparency, professionalism and providing opportunities for growth within our organization. The goal was not simply to change titles, but to create a structure that strengthens accountability and supports long-term success.”

FIVCO emphasized that the operational changes do not affect services available to the public. All Aging and Disability Services programs will continue to operate as scheduled.

“This structure strengthens the systems behind the services,” Davis said. “It allows our staff to focus on what they do best—serving the aging and disabled population—while ensuring we have the leadership and coordination in place to manage programs effectively.”
